99.9% of corruption accused found guilty

DEFENDANTS in corruption trials over the past six years were found guilty in 99.9 percent of cases, China’s judicial authorities said yesterday.
Almost 200,000 people were investigated for embezzlement or bribery between January 2008 and August this year, China’s top prosecutor Cao Jianming told the National People’s Congress, China’s top legislature, yesterday.
Of those subsequently charged and whose trials are completed, 148,931 were convicted — 99.9 percent of the total, Cao said in a report delivered to the NPC on the work against embezzlement and bribery.
The figures imply that the courts only acquitted 0.1 percent — 1 in 1,000 — of those who came before them.
A total of 37.7 billion yuan (US$6.2 billion) was retrieved.
Authorities apprehended nearly 7,000 fugitives who escaped abroad, according to the Supreme People’s Procuratorate website.
This is the first time since 1989 that the national prosecutor has reported its anti-graft work to the NPC, Legal Daily reported yesterday.
Of a total of 198,781 people investigated in graft cases during the period, 32 were ministerial-level officials, according to Cao. About 13,300 were officials at county level and above.
Around 167,000 people were prosecuted under embezzlement and bribery charges, Cao said. Some of these cases have yet to come to court.
Of those tried, 148,931 were convicted — a 99.9 percent conviction rate.
Recent high-profile cases include Bo Xilai, former Party chief of Chongqing and a former member of the CPC Central Committee Political Bureau, who was found guilty of bribery, embezzlement and abuse of power. Last month he was sentenced to life imprisonment, following his first trial.
And in July, former railways minister Liu Zhijun was given a suspended death penalty for bribery and abuse of power.
Among those under investigation, 65,629 civil servants have been investigated for taking bribes, while 23,246 people were probed for handing bribes, Cao said.
The number convicted for taking bribes from 2008 to 2012 increased by 19.5 percent compared to between 2003 to 2007.
Those convicted of handing bribes increased by 60.4 percent, Cao said.
The Chinese leadership considers corruption one of the most pressing problems.
China’s President Xi Jinping has vowed to go after both “tigers” and “flies” — high-ranking and low-level corrupt officials.
