Former Nanjing mayor in jail for accepting bribes
南京原市长季建业受贿千余万判15年

A former mayor of Nanjing, capital of east China’s Jiangsu Province, was sentenced to 15 years in prison yesterday for accepting bribes and other benefits worth in excess of 12 million yuan (US$1.9 million).

The Intermediate People’s Court in Yantai, a city in east China’s Shandong Province, seized Ji Jianye’s personal assets of 2 million yuan along with ill-gotten gains of 12 million yuan, a Dodge car worth 230,000 yuan and a Chinese painting worth 30,000 yuan.

The 58-year-old, who pled guilty to the charges, took advantage of his positions — from deputy Party chief in Wuxian County to mayor of Kunshan, Yangzhou and Nanjing between 1992 and 2013 — to seek illegal profits for others, the court said.

In return, Ji was given cash, goods and preferential treatment, the court heard.

Ji had contracted many projects to the Jintanglang construction company, a firm owned by Zhu Xingliang, once the richest man in Jiangsu.

Ji asked the tycoon to decorate an associate’s house free of charge, work that was worth 130,000 yuan, and also secured an air conditioner project for the company, from which the associate, Zhu Mei, received 70,000 yuan, the court heard.

Ji also asked him to pay for the decoration of his residence and his daughter’s villa, worth nearly 430,000 yuan.

Ji helped Xu Dongming’s Jinlian company, which sells air conditioners, secure projects, the court heard. To thank him, Xu sent Ji, his younger brother Ji Jiannong and his daughter Ji Lu, air conditioners worth 120,000 yuan. He also paid Ji some share dividends.

Xu also tried to give him 7.7 million yuan, the court heard, but Ji told him to “temporarily keep the money” and invest it, from which Ji gained more than a million yuan.

For helping Zhu Tianxiao’s Wuzhong group secure real estate and relocation projects, Ji, his wife Gao Naiwei, brother and daughter, received cash and goods worth nearly 2.41 million yuan, the court heard.

Ji had also helped the wife and friends of Zhang Xuren, former Party chief of the Wuzhong Industrial Development Zone in Suzhou, secure jobs at construction companies and helped the Wuzhong District government purchase office space in Nanjing.

With Zhang’s help, Ji bought a tomb at about 500,000 yuan lower than the market price, the court heard.

Ji spent his entire political career in Jiangsu. In 2010, he became Nanjing’s mayor. Local residents dubbed him as “Bulldozer Ji” because he was widely blamed for causing problems with a number of large-scale construction projects in the city.

When Ji was acting mayor in 2009, there were street protests over the removal of the city’s plane trees — a symbol of Nanjing — for a subway project.

Ji was placed under investigation and removed from his post in October 2013.
