Polluting firms to be punished

THE government is considering stricter penalties for companies involved in serious environmental violations and may bar them from purchasing land or deny them manufacturing certificate applications, the Ministry of Environmental Protection announced yesterday.
The ministry’s statement was supported by 30 government agencies including National Development and Reform Commission and The People’s Bank Of China.
The companies will be put on the blacklist of the country’s enterprise credit system for at least three years.
They will not be allowed to issue bonds, thus making it difficult to raise funds. Other punishments include restrictions on their entry into the market and in bidding for public construction projects, and denied preferential tax policies.
Bie Tao, a deputy director in the ministry, said the punishments were intended to raise awareness on environmental protection.
“The blacklist will be continuously updated, and we will evaluate credits of the enterprises on a yearly basis,” Bie said yesterday.
The credit system is an important reference for banks when providing loans to companies. Industrial and Commercial Bank of China has rejected over 1,000 loan applications from companies with poor credit.
