Plans for ‘green necklace’ around Beijing
BEIJING and the surrounding province of Hebei will plant trees, establish green belts and make use of rivers and wetlands to create a “green necklace” to protect the smog-hit city from pollution, the Hebei government said yesterday.
The reputation of China’s capital has been tarnished by regular outbreaks of hazardous smog, especially during the winter, and heavy industry in neighboring Hebei has been identified as one of the major culprits.
The Hebei government said in a notice published on its website that it would increase forest cover, expand ecological space and use the river systems, mountains, wetlands and farms to establish new green belts around Beijing.
Policy-makers are also trying to tackle the problem of overdevelopment and overpopulation in the city, and there are plans to restrict urban development on its outskirts.
The moves, which also include new unified public service and transport rules for Beijing and surrounding areas, is part of a long-term “Jing-Jin-Ji” program to integrate Beijing, Hebei and the port city of Tianjin.
Beijing, home to 22 million people, is trying to curb population growth and relocate industries and other “non-capital functions” to Hebei as part of its efforts to curb pollution and congestion.
The city has also promised to curtail coal consumption and decommissioned its last coal-fired power plant earlier this month.
