New regulations target extremism in Xinjiang
CHINA is stepping up a campaign against religious extremism in the far western region of Xinjiang by implementing new regulations from tomorrow which aim to clarify major acts of extremism, propose detailed measures to prevent, contain and purge them, and identify responsibilities of government departments and the public.
Under the regulations, 15 actions are categorized as extremism, including interfering with others’ religious freedom, forcing others to participate in religious activities, driving believers of different religions away from their homes, expanding the concept of “halal” to areas other than food, wearing or forcing others to wear burqa-like robes, marriage or divorce through religious procedures rather than legal processes, and depriving children of the right to national education.
Hundreds of people have died in recent years in Xinjiang in violence by militants and separatists.
The new rules, which were passed by Xinjiang lawmakers on Wednesday, have been published on the region’s official news website.
Workers in public spaces such as stations and airports will be required to “dissuade” those who fully cover their bodies, including veiling their faces, from entering, and to report them to the police, according to the rules.
It will also not be allowed to “reject or refuse radio, television and other public facilities and services,” and “use the name of ‘halal’ to meddle in the secular life of others.”
“Parents should use good moral conduct to influence their children, educate them to revere science, pursue culture, uphold ethnic unity and refuse and oppose extremism,” the rules say.
The document also bans not allowing children to attend regular school, deliberately damaging legal documents and “abnormal growing of beards and naming of children to exaggerate religious fervor.”
