Water park operating without license

ONE of Shanghai’s largest water parks was found to have been operating without license for a year, resulting in safety hazards for visitors, inspectors said yesterday.
Shanghai Sanjiagang Haibin Water Park, located on Huaxia Road in the Pudong New Area, features a 10,000-square-meter open-air pool.
With an entrance fee of 80 yuan (US$12.88), it can attract 15,000 visitors on busy days.
Pudong New area Sports Management Center said it inspected the park recently, revealing an absence of lifeguards and lifesaving facilities.
Inspectors also found that the water quality did not meet standards.
Since the center doesn’t have law enforcement rights to issue punishments, it could only give a notice to the park.
The park has a business license registered with the city commercial and industrial department.
However, it does not have an operational license for swimming activities which is usually issued by the district sports administrative authority.
Yet it has still been operating since June 2014.
The Shanghai Sports Bureau said yesterday that it had been informed of the issue and has reported it to the city’s law enforcement department to follow up.
The manager of Sanjiagang Haibin Water Park’s operator, Shanghai Chaoyi Garden Construction Company, was not available when Shanghai Daily called yesterday.
The park is among 144 open-water swimming venues in Shanghai which only open to the public during the summer.
