US$2.7b plan to transform a Shanghai port

LINGANG New City, a port area in Shanghai, is to become an advanced industries hub and bustling coastal area by 2020 with sponsorship of more than 18 billion yuan (US$2.7 billion), the city government announced yesterday.

The government is setting up several industry funds to support the development of key industries, aiming to pump 10 billion yuan into the integrated circuit equipment industry, 5 billion yuan into intelligent manufacturing, 2 billion yuan to back up the marine industry, and 1 billion yuan to be invested in startups.

Intelligent manufacturing, new energy, advanced materials and advanced information technology are highlighted to steer the upgrading and transformation of these industries.

A special fund to bolster intelligent manufacturing projects will provide 500 million yuan a year until 2018, enabling every project to enjoy a maximum subsidy of 50 million yuan. Other projects involving new energy, new materials and information technology can receive up to 100 million yuan as a contribution toward upgrading.

Rewards are on offer to attract talent. Up to 500,000 yuan will be awarded to leading scientists working at Lingang, especially academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering.

Top technicians will be offered monthly subsidies of up to 1,500 yuan, and a maximum of 300,000 yuan will be provided for each of their projects. Apartments will be provided for talented individuals or they can apply for a monthly subsidy of 1,500 yuan to rent their own.

Universities and research institutes are being encouraged to collaborate with corporations to integrate industries and advanced technologies. Academician and postdoctoral workstations can be awarded at most 3 million yuan each.

Transport construction will follow to accelerate the development.

More routes will be built to link Lingang to the Shanghai-Fengxian Expressway, a main road connecting the suburb and downtown, and road tolls will be reduced or canceled.

“The area will grow into a national innovative manufacturing center and lead and converge advanced industries in and around the city,” said Ruan Qing, deputy director of the Shanghai Commission of Development and Reform.
