Tougher crackdown on property rental abuse

MORE than 500 cases of illegal construction and group rental — multiple tenants staying in one property — were recorded in Shanghai residents’ credit account in 2016, the city’s housing authority said yesterday.
The offenses registered in the personal credit accounts of offenders would affect applications for the city’s residence permit, as well as bank loans, job promotions and traveling abroad, said Gu Jinshan, director of Shanghai’s Housing and Urban-Rural Development Administration.
The violations being recorded include illegal construction in residential communities, group rental, illegal parking in neighborhoods and the demolishing of load-bearing walls, Gu said at the sideline of the annual session of Shanghai People’s Congress.
The city government has been cracking down on illegal constructions and many illegal stores on the city’s streets have been demolished. However, illegal structures were still rampant among local residential communities, Gu said. Group rental had also become a major source of complaints by local residents. Multi-occupancy posed fire and gas leak hazards as well as sanitation, security, and noise problems.
Fines had proved inadequate, Gu said, so the violators would have their offenses noted on the credit record system. Residents are encouraged to report such offenses to the authority through the hotlines 12345, 12319 and 962121. Law enforcement officers would evaluate the cases and punish offenders, Gu said.
Meanwhile, the administration is to carry out renovations at local old residential neighborhoods to provide more bicycle and vehicle parking areas. Some multilevel parking garages will also be built at these neighborhoods.
Gu said it had become a major problem for residents in older neighborhoods to park their cars.
He said the subdistrict governments would also negotiate with nearby office buildings to open parking spaces to residents at night.
