Driving a better deal on lessons

ALL driving schools in Shanghai will introduce a pay-by-the-hour system from next year, the city government said yesterday. The aim of the change is to ensure better training quality and to improve road safety.

The authority said the change would help to improve driving skills, safety awareness, and provide more flexibility when scheduling a course of lessons.

Currently driving schools usually charge the total tuition fee in full, which costs between 6,000 to 8,000 yuan (US$870-US$1,165). Each student is assigned one coach for the entire program, which means students have less flexibility when choosing courses.

Furthermore, complaints have been made that some coaches push students to take driving license examinations before they are ready to do so.

The new rules require a minimum studying time of 61 hours before the examination can be taken.

The changes have been on trial since 2009. As of June this year, 103,000 students in the city had used them. The authority said students using the new system had higher pass rates.

An instructor, who declined to be identified, said the reforms would help to stamp out poor coaches, but they would hamper fast learners.

Timers and monitors will be installed in teaching vehicles to ensure the changes are carried out.

As of Monday, all 191 driving schools in Shanghai had been equipped with the required timers.
