Dog owners face new credit penalty

LOCAL dog owners who fail to obtain certificates for their pets or allow them to disturb other residents will have their offenses registered in their personal credit records, the Shanghai Commission of Economy and Informatization said yesterday.

The city’s regulation governing dog ownership, which took effect on May 15, 2011, requires owners to apply to their district public security bureau for a certificate after they have them vaccinated and inspected.

However, nearly half of local owners fail to obtain the certificate due to the inconvenience and annual fee, said Chang Jiang, a local lawmaker, after a citywide survey.

It costs residents 500 yuan (US$75) a year to keep a dog within the Inner Ring Road and 300 yuan for Outer Ring Road areas. The annual cost is 100 yuan for those living in rural areas.

Dog owners who fail to have them vaccinated will receive a warning from the city’s animal hygiene inspection authority, and be fined up to 1,000 yuan if they fail to comply. Individuals who fail to have their dogs vaccinated and register them at the public security bureau will be fined 200 to 1,000 yuan, the regulation states.

“The penalties are too low and many legal dog owners feel cheated because many of their neighbors refuse to get the certificate,” Chang said in a proposal submitted to the government.

A dog owner in Pudong surnamed Liu told Shanghai Daily: “Most owners of small dogs have never applied for the certificate in my neighborhood, including me. I think it is unnecessary to waste time and money since my teddy dog stays at home most of the time and never attacks people.”

The commission will cooperate with the Shanghai Public Security Bureau to record the violations committed by local dog owners in their personal credit account, the commission said in a reply to Chang.

The account can affect violators in a variety of ways, including access to bank loans.

The police bureau issued 147,000 dog certificates to local dog owners in 2015.
