Crackdown on group leased flats

XUHUI District officials have cracked down on 37 illegal group-leasing apartments in Jiahui Plaza, a residential complex in Xujiahui area.
Police found each of these apartments were housing from 20 to 30 tenants. They slept in bunk beds and paid monthly rents ranging from 500 to 700 yuan (US$73 to US$102).
Police, city management bureau and community officials from Xujiahui sub-district destroyed 135 bunk beds yesterday.
Most of the tenants are from outside Shanghai and work in the delivery business, dining venues, real estate agencies, housekeeping services and beauty salons in the neighborhood.
The apartments were crowded and posed safety issues, the police said. According to the property manager, landlords illegally changed electrical cables and added dozens of sockets. Tenants had blocked communal passages with litter. Some were even found sleeping in corridors in summer.
Since last year, the neighborhood community office received 92 complaints about noise, littering and safety issues at the apartments.
“Local community office and the property management company have notified the landlords and told the tenants to move out but they are still here. Many of them keep coming back after we demolished the beds,” said Cheng Yibing, head of Xujiahui Community Office.
The property manager said it would step up security and report any violations to local authorities.
