Cameras target drivers who park too long

SMART police cameras will be in place from today to identify and fine drivers who park for too long at the departure levels of the city’s two airports — Shanghai Hongqiao International Airport and Shanghai Pudong International Airport.

Any driver who’s caught parking for over six minutes will be fined 200 yuan (US$30) after the offense is confirmed based on evidence recorded by the cameras, police said yesterday.

Huang Zheren, a spokesman for Shanghai Airport Police, said the purpose of the measure is to relieve traffic pressure on the departure levels and crack down on drivers who park cars there to pick up tourists.

“We experimented with the time and concluded that six minutes should be enough for drivers to drop their passengers and go,” he said, adding that similar measures have already been implemented at a few airports in other cities in China.

Huang explained that once a car pulls in and stops, the camera, spotting the car plate, will start to count down the time and record a suspected offense when six minutes has passed. Once an offense is confirmed, the offender will receive a notice about one week later.

He said drivers transporting disabled passengers are also expected to drop them off within six minutes, but they can avoid a ticket by driving them to a parking lot.

Tourist buses are not affected by the measure because they park at another spot.

At the Hongqiao airport, the cameras will only cover Terminal 2 for the time being, but Terminal 1 will be included once a renovation project at the facility is completed.

Signs will remind drivers of the presence of the cameras from today.

“The smart cameras will add force to our law enforcement because they keep an eye on the offenses 24/7,” Huang said.

Since April, police have enforced a ban on cars with no passengers driving onto the departure levels of the two airports. Violators are fined 200 yuan and get three demerits on their licenses.
