Hundreds of drivers fined over plate ban

OVER 500 motorists were issued tickets yesterday between 7am and 10am for violating an expanded ban on driving on some elevated roads with vehicles that have temporary or non-local plates, said officials.

Many drivers said they were unaware of or misunderstood the expanded version of the existing ban, which came into effect yesterday. Some of them said they did not see the signs, or planned ahead but did not expect such heavy traffic on the expressways before 7am.

Also included in the expanded ban was the part of the North-South Elevated Road, one of the busiest expressways in Shanghai, from its Huma Road ramp in Baoshan District heading south.

A man surnamed Liu, who drives a car with a non-local plate, was stopped by police at 7:05am at a checkpoint near the Gongjiang Road ramp, which is about one kilometer from the Huma Road ramp heading north.

“I’ve heard of the ban, so I drove onto the elevated road from the Huma Road ramp at 6:50am,” he told Shanghai Daily. “Usually I can get off the elevated road at the Wenshui Road ramp within five minutes, but it was terribly clogged.” The Wenshui Road ramp is about four kilometers ahead.

The ban also applies to Luoshan Elevated Road, Yixian Elevated Road, Nanpu Bridge, Yan’an Road Tunnel and the Resort Elevated Road near the new Disneyland site from the Middle Ring Road to Puxiu Road.

Shanghai introduced the ban on cars with non-local plates on certain elevated roads from 7am to 10am and from 4pm to 7pm on weekdays in April last year.

The latest ban extends the evening period to 3pm to 8pm.

30,000 extra auction plates

Shanghai will issue 130,000 car plates in this year’s monthly license plate auctions, 30,000 more than the quota set in January. Shanghai Transportation Commission announced yesterday.

The number of local car plates for individuals available at tomorrow’s auction for this month will be 11,829, 2,500 more than previously planned.
