Long-term permit for Hongqiao zone expats

FOREIGN staff with expertise who work in the Hongqiao Business Zone can get city residence permits for at least three years under a new initiative.
Among foreign professionals, general managers can apply for five-year residence permits; department managers can seek permits for four years; while other employees can apply for three-year permits. These conditions also apply to their families.
Most foreign talent elsewhere in Shanghai must apply annually, though general managers and those working for corporation headquarters based in the city need only apply every three years, according to the city’s exit-entry authority.
This is among a range of initiatives to attract talented foreign staff to the zone near Hongqiao International Airport and Hongqiao Railway Station in Minhang District.
“The Minhang District government will provide all kinds of conveniences on apartment renting and purchases, children’s education and medical care for foreign talent,” said Zhao Qi, the district’s Party chief.
Some 80,000 foreign residents live in or near the zone, including the city’s biggest Japanese and South Korean communities, Zhao said.
Many foreign residents are high ranking employees for overseas enterprises in the district, he added.
Top talent from abroad and Chinese who have studied abroad can receive a minimum 1,500 yuan (US$242) monthly housing subsidy from the district government and their companies.
International schools
Meanwhile, a number of international schools — including American, Singaporean and South Korean institutions — will be built near the zone, offering places to more than 5,000 students, according to a white paper for the Hongqiao Business Zone released yesterday.
And high-end residential community featuring numerous villas will also be built to support the zone, according to the white paper.
A new foreign community with full supporting facilities will be formed by 2020, it predicts.
The zone covers an area of 3.7 square kilometers. Once complete, it will be feature 350 buildings, including office buildings, shopping malls and apartments.
The zone aims to become a central business zone for Shanghai and the whole Yangtze River Delta region with convenient traffic links, said Zhang Guokun, deputy director with the district.
Some 69 buildings have already been topped while another five overseas enterprises, including Swiss pharmaceutical giant Roche, moved their offices or headquarters to the zone yesterday.
A new commercial area, similar to Xintiandi in downtown, will also be built.
