School for migrant kids run from house forced to close
EDUCATION authorities in Baoshan District have ordered the closure of a school for migrant children run from a large private house.
According to neighbors, about 80 youngsters had been having lessons in Chinese, mathematics and English at a three-story villa in the Jinqiu Garden Community since September 1.
They said they reported the matter to the authorities out of concern for the safety of the children, who ranged in age from preschoolers to second-graders.
One person said the lessons were held in a 30-square-meter living room filled with six rows of desks, adding that the property had narrow corridors and stairs and did not have a fire escape.
A teacher at the school said that most of the pupils were from migrant families and ineligible to go to regular schools.
Migrant children can go to school only if their parents have a Shanghai residence permit or a temporary permit showing they have a stable job and home.
Another teacher denied the property was being used as a school and said she and her colleagues were just tutors.
As well as the fire risk, neighbors said they were annoyed by the noise from the vehicles that ferried children to and from the site.
Yu Shitai, property manager for the community, said the owner of the house told him that whether or not it was being used as a school was none of his concern.
Officials ordered the immediate closure of the school and will check on it again in two weeks’ time, said Yan Xuefeng, an education official with Dachang town in Baoshan.
