Fudan to punish professors over funds violations
PROFESSORS in charge of 25 scientific research projects at Fudan University are to be punished over breaking the rules governing funding applications.
The university said yesterday that they had made repeated applications for funds through multiple channels at the same time.
It was responding to the findings of a central disciplinary team whose March to May investigation had found mismanagement of research funds and a lack of supervision in other areas.
The university said it had talked to the professors and would punish them under the rules governing the management of scientific research funds.
The projects were carried out between 2008 and 2013.
According to National Social Science Fund regulations, punishments can range from written warnings to the repayment of all research funds.
The university also said that at least one employee at a laboratory in the university’s animal department was facing court for “illegal offenses” it did not specify.
Fudan said it will be taking a number of measures, including standardizing internal management and strengthening budget control, to ensure that mismanagement of scientific research projects would not take place in future.
The inspection also highlighted poor workmanship at the university’s Jiangwan campus, saying serious quality problems had posed safety risks.
Construction of the campus in Yangpu District began in 2003 and it opened in 2008.
In January last year, a student posted an article and photos on Renren.com telling of tiles falling off the exterior walls of several buildings.
There was also a report of a glass ceiling falling down while students were having classes.
According to a report in the Southern Metropolis Daily, a member of the building team said they knew there were problems with the construction work at the Jiangwan campus.
The university said yesterday that repairs had been carried out in the cafeteria, library and two teaching buildings. Repairs to the law school building and two other buildings would be done by the end of the year.
Supplier sued
A materials supplier is being sued for compensation and the Yangpu District People’s Court is to hear the case.
The inspection also highlighted lax management and poor supervision of school-run companies engaged in both education and business — a perfect breeding ground for corruption, the team said.
In response, Fudan said it will speed up the classification of such companies and shut down those in long-term debt. Meanwhile, the school specified that teachers and school administrators cannot hold part-time titles at companies.
The university said it has also strengthened supervision of affiliated hospitals where complications regarding ownership made management difficult.
The university said a stricter supervision system will continue to clear up problems revealed by the inspection, and build a stricter supervision system to prevent any recurrence.
