Draft proposal calls for smoking ban to be extended to key indoor and outdoor areas

Shanghai has submitted a draft proposal that will ban smoking in key indoor and outdoor areas in the city.

Under the proposal, smoking will no longer be allowed in outdoor areas at local hospitals, parks and tourism spots as well as at some indoor public venues and at workplace.

The draft amendment bill has been submitted to the legislative body and is seeking opinions from various government agencies. If approved, it could be passed into a law by the end of this year.

Currently there are 13 public areas where smoking is banned, including primary schools, kindergartens and children’s hospitals.

After the new legislation is passed, smokers can only light up at designated outdoor smoking areas.

A complete ban will be in effect at all public venues where minors are also present and at protected historic venues, according to the draft.

The airport authority plans to remove the designated smoking areas at Hongqiao and Pudong international airports, said He Jijun, an official with Shanghai Airport Authority.

“It shows Shanghai’s efforts to make citizens healthier,” Shanghai vice mayor Weng Tiehui said.

Weng said severe punishment will be imposed on violators.

Those caught smoking at banned areas will be fined between 50 to 200 yuan and the punishment will be recorded in their personal credit database, according to the draft.

Companies who fail to set up smoking spots will be fined a maximum of 10,000 yuan.

Government officials will receive administrative punishment for violating the law.
