THE third plenary session of the 10th CPC Putuo District Committee released new missions of science-based and innovation-driven economic transition in the second half of the year. Economic, social and urban area transition is important parts of the district’s overall transition blueprint, the session announced.
Putuo District will continue to build a science-based and innovation-driven transition practice area, and a modern, eco-friendly community for living and working. The “One Axis, Two Wings” development layout will be improved with good service, optimized policy environment, high-tech innovation capacity, upgraded industrial level, SmartCity construction and administrative ability for public service.
Officials from the Putuo District Science and Technology Commission said that by the end of the year, the district-level tax revenue of the science and technology service industry is expected to increase by 11 percent from a year later. The district will have more than 20 new high-tech enterprises. Eighteen “tech giant” programs will be fostered in the district. The amount of patent ownership will rise to 18.5 per 100,000 people.
Revenue of software and information service trades will top 17.25 billion yuan (US$2.6 billion). The tax revenue of the Zhangjiang Putuo Park will bring in 6.5 billion yuan. All of that will provide a strong scientific and technological support to the district’s economic and social development.
The Putuo District Science and Technology Commission will also hand out a service guide for science and technology innovation entrepreneurship. The achievements for science and technology innovation will be put into the market. Promising science and technology enterprises will be nurtured in the district. Meanwhile, the district will improve the protection of intellectual property rights. A service bazaar for intellectual property rights will also be set up at the Universal Software Park to give consulting and legal service.
Completed policies will also help science and technology innovation. Putuo District will release specific supporting policies for the development of mobile Internet industry. Application guides for robot projects will also be announced to propel the development of robot and intelligence manufacturing industries.
The district also intends to develop the construction of science and technology public service platform. The platform will offer a coaching and information service to the district’s research institutes, colleges, science and technology parks and companies.
The SODA competition intends to discover and support big data application projects and enterprises, while lectures and orienteering about the smart applications will also be held to promote the concept of SmartCity.
