Innovation center plan approved

THE State Council has approved Shanghai’s plans to transform itself into a global center of innovation in science and technology, which serves as a strategically important reference guide for the country, China’s Cabinet said yesterday.

“Shanghai should try to break the bottleneck that restrains innovation,” said the State Council on its website. It urges the National Development and Reform Commission and the Ministry of Science and Technology to fully support and provide coordination in the event of new conditions and new problems occurring.

“Together, we should conduct evaluations and expand the valuable practices to other areas,” the State Council said.

Last May, Shanghai unveiled the plan to accelerate innovation and build the city into a global innovation center in science and technology by 2020.

The measures include a pledge by Shanghai to further simplify administrative management to cut red tape for innovation and increase funds to meet the objectives. The city also unveiled reforms to attract more professionals, including relaxing the rules on local residential certificates for foreign scientists, innovators and entrepreneurs.

As a pioneer, Shanghai’s reforms and how they are carried out provide a useful guide for the rest of the country.

Shanghai Mayor Yang Xiong said earlier that innovation will drive the city’s industrial restructuring and inject new vigor into its economy.

“The city will focus on steady growth, structural readjustment and the well-being of its people by advancing supply-side reforms and pressing ahead the construction of an innovation center in science and technology,” Yang said at the Shanghai People’s Congress in January.
