Plan to set up e-charging network

CHINA expects to establish a network of charging facilities to serve 5 million electric cars by 2020, according to a guideline released yesterday by the State Council, the country’s Cabinet.
There should be at least one charging station for every 2,000 cars and public parking lots are required to reserve at least 10 percent of its space for electric cars to charge, according to the guideline.
The market potential is huge because there are now about 240,000 electric cars in China but only 30,000 charging facilities, or one charging station for every eight cars.
New housing projects are required to have charging facilities or at least reserve space to accommodate them. The government will prioritize land use and simplify the administrative approval procedure for charging facilities. Standards for charging facilities will be unified so that they are compatible to all electric cars, the guideline said.
Priority will be given to building a network of charging facilities in regions surrounding Shanghai, Beijing and Guangzhou.
The government will encourage a public-private-partnership model in the construction of the charging stations.
The government will provide funding from the public infrastructure budget for the building of charging facilities. The government will use funds from the national pension insurance scheme to support companies manufacturing charging equipment.
