Delivery firms given 30% green vehicle quota

THIRTY percent of vehicles purchased by delivery companies in Shanghai will have to be environmentally friendly, under new regulations issued yesterday.
The city government has also pledged to create an additional 4,000 charging spots where clean energy vehicles can be charged.
This follows a central government announcement this week which said that at least 30 percent of all cars purchased for official use in the 2014-16 period must be new energy vehicles.
But the city initiative to reduce pollution goes further.
The Shanghai Transport Commission announced yesterday that a 30 percent green vehicle purchase quota by the end of next year will also cover private logistics companies — as well as public transport, sanitation vehicles and official cars.
The city government aims to get another 13,000 environmentally friendly vehicles on the roads by the end of 2015 to reduce emissions of exhaust pollutants.
New energy vehicles covered by this include electric, plug-in hybrids, fuel-cell and solar-powered models.
To encourage greater uptake of new energy vehicles, the government said it will create 4,000 new charging spots around Shanghai by the end of next year.
“Convenience is still the main factor stopping people from buying new energy vehicles,” said Gao Yiyi, a spokeswoman for the Shanghai Traffic Commission.
“To improve convenience for car owners is the main task,” said Gao.
Heavily promoted
According to Gao, Shanghai has around 2,000 charging stations. However, a large number are clustered in areas where green vehicles are heavily promoted, such as Jiading District.
“Installing charging pillars in neighborhoods, especially old ones is one of our problems,” said Gao.
They will be installed mainly in neighborhoods, parking lots and service stations along highways.
Shanghai’s government has purchased 145 green cars for official use this year, meeting the government figure, said the Shanghai Economy and Information Technology Commission.
Under the Shanghai government plan, 4,000 new energy vehicles will be put into use during the period of 2013-14, and 9,000 more in 2015.
Last year, 581 electric vehicles were purchased in Shanghai, including 280 bought by private users.
In the first six months of this year, the figure was 2,200 vehicles — with 65 percent for private use.
Buyers are offered 30,000 yuan (US$4,830) to 40,000 yuan subsidies — plus district government cash — as well as a Shanghai plate license.
The city set aside 20,000 car plates from the end of 2012 for green car buyers, an attractive incentive when demand far outstrips supply.
