Chengdu City is going to behave like Santa Claus and provide a 37.91-million-yuan (US$5.54 million) government handout to its low-income residents.

Rural families in the Sichuan capital on the "five guarantees" list -- which provides food, clothing, medical care, housing and burial expenses -- and urban residents covered in the policy will each get a 100-yuan shopping coupon, the Chengdu Civil Affairs Bureau announced on Thursday. The coupons will expire on January 31 next year.

Wang Bin, deputy director of the bureau, said the move is to help the needy and increase consumption. Health, education, cultural and tourism departments will introduce more policies later, the Chengdu Business Daily reported yesterday.
