THE Pudong New Area Administration of Work Safety is investigating the cause of a construction site accident that killed a woman.

The 40-year-old woman, surnamed Li, died when she was buried under a mound of earth, which was being moved by a mechanical digger, according to Xinmin Evening News. The accident happened at 1 Pudong Road S., about 2:30pm on Friday.

Workers on the site and two scrap collectors dug her out and called the police and an ambulance. However, she was dead by the time the ambulance arrived.

Police ruled that her death was an accident, rather than a crime, and passed the case to the administration.

The woman had a husband and three children, the newspaper reported. She was not a native of Shanghai. It was the first day that she'd gone to the site to collect scrap.

The site's owners are discussing compensation with the woman's family.
