Polluting factories to get black ban

THE Putuo District government has begun labelling factories black, red, yellow or green according to their energy consumption levels, with those that exceed set standards ordered to improve or face being shut down.

The measure announced yesterday is part of Putuo's energy-saving plan which includes distributing energy-saving bulbs to residents and calling for government officials to take the stairs instead of the lift.

All factories in Putuo with annual energy consumption more than 500 tons of standard coal have been listed in district government supervision, district official Li Minghui said yesterday. Last year the management standard was 2,000 tons of standard coal a year. Putuo will increase supervision on factories that consume more than 5,000 tons of standard coal a year, Li said.

Companies labeled as black or red ?? which means they are operating in excess of set standards - will be ordered rectify their operations or close , the district's economic commission said.
