ALL Shanghai-produced life belts passed quality tests by the Shanghai Bureau of Quality and Technical Supervision, but two of the four brands produced in other provinces failed.

The bureau said the failed life belts, including the Chunlei life belt sold at the B&Q Construction Material Market's Meilong branch, had parts not durable enough to stand heavy impacts.

The material used to make the parts was too thin or had quality defects, bureau officials said.
