Prison officials, police officer stand trial for role in jailbreak

TWO prison officials and a police officer stood trial yesterday charged with failing to prevent a deadly jailbreak in northeast China’s Heilongjiang Province last September.

Zhang Gequn, head of the detention house in Yanshou County, is accused of abusing his power, while his deputy Fan Deyan and the county’s deputy police chief Zhang Xiuli are charged with dereliction of duty. The trial was held at Songbei District People’s Court in the provincial capital Harbin, but no verdict was reached yesterday.

According to prosecutors, Zhang exceeded his authority on the night of the incident — September 1 — by reducing the number of prison guards on duty from two to one.

Fan and Zhang, meanwhile, failed to carry out necessary security checks and didn’t rectify known problems regarding the work of prison guards.

Prosecutors described the three men as “severely irresponsible” and said their failings enabled three inmates to escape, and resulted in the death of guard Duan Baoren.

Gao Yulun, Wang Damin and Li Haiwei were tried last month for killing Duan while escaping from the detention house. They have yet to be sentenced.

Prior to the jailbreak, Gao was awaiting execution for murder, Wang was in detention and Li was facing a murder charge.
