Payout for fatal chengguan altercation
THE family of an elderly man allegedly kicked and beaten to death by temporary urban management officials is to receive 600,000 yuan (US$96,600) compensation.
Zheng Xiuyuan, 68, died on Wednesday in Fuzhou City in southeast China’s Fujian Province, during an altercation with urban management officials — chengguan in Chinese.
While Tingjiang Township government announced the payout yesterday, the dead man’s younger brother, Zheng Xiuyong, said the family plan to sue the men detained over the incident, the Legal Evening News reported.
The attackers were reported to be chengguan, but Mawei District government said they were employed temporarily to assist in urban management.
The incident occurred about 9am at the Tingtou wet market.
Two urban management assistants, surnamed Lin and Weng, are alleged to have attacked Zheng Xiuyuan after he accused them of being heavy-handed. The elderly man collapsed and died before medical help arrived, China National Radio reported.
Lin and Weng have been detained on suspicion of intentional injury.
According to China National Radio, Zheng Xiuyuan had gone to the wet market and saw chengguan clearing stalls.
Witnesses said when chengguan took an elderly vendor’s scales Zheng Xiuyuan intervened. He told officials to return the scales, leading to an argument and then violence.
It is claimed that Zheng Xiuyuan was struck and kicked, and when he tried to escape, two attackers chased him.
One man is alleged to have throttled the senior while the other punched him on the back.
When Zheng Xiuyuan fell to the ground, the pair are alleged to have kicked him until he stopped moving, according to witnesses.
Chengguan have a poor reputation in China, where reports of their brutality regularly spark outcries.
