‘Official consulted ancient text to decide staff bonuses’

A COUNTY official in south China’s Guangxi Zhuang Autonomous Region consulted an ancient text to determine how much to pay in unauthorized bonuses, a colleague has claimed.

Disciplinary inspection officials in Guilin City are investigating these payments to officials for Spring Festival celebrations.

Huang Yongyue, Party secretary of Yongfu County, Guilin City, is said to have decided on payments of 41,000 yuan (US$6,584) per person for 25 cadres, Beijing Youth Daily reported.

The county chief, who was in the post less than a year, reportedly got 32,000 yuan.

But one official who received the unexpected bonus reported it online. The official said Huang was a devout believer in ancient Chinese text the “Book of Changes” — “I Ching” — and frequently consulted it in work decisions, including bonus payments to colleagues.

“The amount of money was decided according to the ‘Book of Changes’ by the secretary,” claimed the official, using the online pseudonym “Hua.”

“Book of Changes,” believed to have its origins more than 4,000 years ago, was traditionally viewed as a compendium and classic of ancient cosmic principles.

It is used by some people as a manual to predict future events.

Hua’s claims led to online criticism of the county at a time when Beijing is campaigning against corruption and extravagance among government officials.

One county CPC committee member said Huang had held a meeting with some committee members on January 23 and decided among themselves to hand out the bonuses.

Huang is said to have met with government officials last week. Bonus recipients returned the cash, reported Beijing Youth Daily.
