Mom seeking 2nd child given bill for 1st

A WOMAN in central China’s Henan Province who applied for a permit to have a second child has been asked to return the bonuses paid to her in the past for complying with the country’s one-child policy, state media said yesterday.
According to the People’s Daily, the mother, surnamed Chen, was told by authorities in the city of Zhengzhou that “if (she) wants to have two children, (she) must refund the one-child monies that she had previously enjoyed.”
The money is a bonus paid to families who decide to have one child, in keeping with China’s family planning regulations.
The government said last year it will allow couples to have a second child if either parent is an only child.
The move by the Henan provincial government has left “many people very puzzled,” the report said.
Officials in Henan could not be reached for comment.
Chen, whose daughter is 4, was quoted by the newspaper as saying she would have to return about 1,000 yuan (US$163).
China’s central government gives local authorities a wide mandate to enforce the one-child policy.
