Energy intensity at heart of work report

FOR the first time, an environment index, closely related to carbon emissions and pollution control, is listed together with those for gross domestic product growth, unemployment and consumer prices, in the annual government work report.
China is aiming to reduce energy intensity, or units of energy per unit of GDP, by 3.1 percent this year, lower than 2014’s 3.9 percent goal.
Although previous government work reports set targets for energy intensity, it has never been placed in such a primary position in a work report.
In the report, Premier Li Keqiang also pledged to continue reducing major pollutants. This will include upgrading coal-burning power plants to achieve ultra-low emissions and strive for zero-growth in coal consumption in heavily polluted areas.
The country will also promote the use of new-energy vehicles and “put great weight” behind the development of clean energy.
