Key meeting calls for Party unity

A KEY meeting of the Communist Party of China has called on its members to “closely unite around the CPC Central Committee with Comrade Xi Jinping as the core.”

The call was included in a communique released yesterday after the sixth plenary session of the 18th CPC Central Committee, which had begun on Monday.

Party members were told to resolutely safeguard the authority of the Central Committee and its central, unified leadership while pushing forward comprehensive and strict governance of the Party.

The communique also urged them to become more aware of the need to uphold political integrity, keep in mind the bigger picture, follow the Party as the core of the Chinese leadership and act consistently with Central Committee policy.

“Together we must build a clean and righteous political environment, and ensure that the Party unites and leads the people to continuously open up new prospects for socialism with Chinese characteristics,” it said.

The meeting hailed the current-governance of the Party, lauding the work undertaken by the Central Committee with Xi as the core and the achievements since the 18th CPC National Congress, as these efforts had improved the intra-Party political environment.

The Central Committee insists on developing the Party through ideological work and institutions, improving Party conduct, tackling corruption with an iron fist, and purifying the political environment within the Party, thus, not only winning the support of its members but also the people, the communique said.

An overhaul of intra-Party political life was a pressing task if the Party was to weather the storm of challenges — the ruling status, reform and opening up, market economy and other external factors — and address the dangers rocking the boat, including officials’ incompetence, isolation from the people and corruption, it noted.

Improvements in intra-Party political life must be underpinned by strict observance of the Party’s Constitution, the meeting stressed. It said the Party needed to be empowered to successfully purify, perfect, reform and upgrade itself, resist corruption and withstand risks, thus, safeguarding the authority of the Central Committee and the Party’s unity, advancement and purity.

Improving political life

Leading organs and officials at all levels — especially high-level officials such as members of the Central Committee, the Political Bureau of the Central Committee, and the Standing Committee of the Political Bureau — have a key role to play in improving political life within the Party.

Senior officials, especially the central leadership, were urged to take the lead in all respects, and set the bar high, so Party members and public follow suit.

It stressed that the basis of upholding the Four Cardinal Principles is upholding Party leadership as well as the path, theory, system and culture of socialism with Chinese characteristics.

The Four Cardinal Principles refer to following the path of socialism, upholding the people’s democratic dictatorship, leadership by the Party, and Marxism-Leninism and Mao Zedong Thought.

There will no longer be any place in the Party for corrupt officials to hide, according to the communique.

The session endorsed prior decisions to expel four former senior officials from the Party.

They were former Party chief of Liaoning Province and senior national legislator Wang Min, former Beijing deputy Party chief Lu Xiwen and former senior military officials Fan Changmi and Niu Zhizhong.

Wang was responsible for serious electoral fraud. Lu’s violations included taking advantage of her post to seek profits for others.

Leading officials are banned from using their positions to seek benefits for friends and family, the communique said. Family members and friends of leading officials will be banned from interfering in the work of leading officials, including personnel arrangements.

Building clean politics and opposing corruption was an important task in strengthening and standardizing political life within the Party, and the meeting called for a system that ensures officials dare not, will not and cannot be corrupt.

In addition, officials have no right to seek personal privilege, it said, and they should take the lead in implementing socialist core values and acting with integrity and self-discipline.

The Party will stick to the policy of “no restricted zones, full coverage and zero tolerance” in its fight against corruption.

Unrestricted power or any unsupervised Party members are not allowed to exist within the Party, the communique said.

Supervision is the fundamental guarantee for exercising power properly, as well as a crucial measure for strengthening and regulating political life within the Party.

Party organizations and officials must not hide violations or problems reported by Party members, and must deal with issues in a timely manner.

It added that officials involved in reported issues should not participate in, intervene or meddle with investigations.

The 19th Communist Party of China National Congress will be held in the second half of 2017 in Beijing.
