Key Party meeting October 24-27

THE sixth plenary session of the 18th Communist Party of China Central Committee will be held in Beijing from October 24 to 27, the Political Bureau of the CPC Central Committee announced yesterday.
According to a statement, Political Bureau members at yesterday’s meeting heard reports on the drafting of two documents to be submitted to the plenum for deliberation — the norms of political life within the Party under the new situation and a revision to an intra-Party supervision regulation.
The meeting was presided over by Xi Jinping, general secretary of the CPC Central Committee.
History shows that as a Marxist party, the CPC must be politically conscious and adopt a serious and meticulous approach to intra-Party political life, it said.
“To strengthen and standardize intra-Party political life, the Party Constitution must be followed, and the CPC’s political, ideological, organizational and mass lines be upheld,” the statement read.
Efforts should be made to enhance the Party’s capability to purify, improve and renovate itself, to resist corruption and risk, and prevent itself from degeneration, according to the statement.
Amid its efforts to strengthen and standardize Party political life, the statement said, the CPC should aim to improve its art of leadership and governance, safeguard the authority of the CPC Central Committee, ensure Party unity, and maintain its advanced nature and purity.
“A political landscape, which integrates concentration with democracy, discipline with freedom, and unified will with ease of individual mind, should be created within the whole Party,” it said.
In order to ensure the Party is always the strong leadership core of the socialist cause with Chinese characteristics, supervision should be carried out in line with the requirements of the Party Constitution and in accordance with regulations, it said, adding that intra-Party supervision should be combined with supervision by the people.
The task for exercising intra-Party supervision is to ensure the Party Constitution, regulations and discipline are enforced effectively, maintain the Party unity and solidarity, and primarily resolve problems of Party leadership enervation and slackness in Party governance and discipline observation, it said.
The supervision is expected to ensure Party organizations perform their duties, all the members play vanguard and exemplary roles and leading officials of the Party are loyal, clean and able to assume their responsibilities.
Intra-Party supervision should be exercised via democratic centralism, tightening top-down organizational supervision, improving democratic supervision from the bottom to the top, and letting peers supervise each other.
“There are no restricted areas and exception in intra-Party supervision,” it said.
According to the meeting, opinions and suggestions put forward by Party members from various regions and departments on the two documents should be reviewed and absorbed into the drafts.
The meeting also asked for faithful implementation of the two documents if approved by the plenum, and told members of the CPC Central Committee political bureau to take the lead in studying and implementing the documents.
It asked them to make new efforts in maintaining the authority of the Party Central Committee and following the Party’s political discipline, requesting them to consciously accept intra-Party supervision and supervision from the people.
