Residential Conditions

In 2009, the district increased the housing estate landscaped area by 2, 945,300 square meters. Meanwhile, four housing estates, with a total floor space of 816,000 square meters, were rated as Shanghai’s “four high” housing estates. The old housing estates of 3,048,700 square meters were reconstructed.

Personal Income

The district’s per capita urban disposable income in 2009 was 24,969 Yuan, up 9.5% over the previous year. The per capita rural disposable income was 16,082 Yuan, up 10.9%.

Personal Savings

In 2009, the district’s balance of personal savings deposits reached 99.1 billion Yuan, up 21.7% over the previous year.

Employment

In 2009, the Zhuanqiao Human Resources Intermediary Park was built, which was composed of a center, three intermediary parks and three job service stations for migrant workers. During the whole year of 2009, 77,841 people have registered in the intermediary park and 30,297 of them successfully landed a job.

Also in 2009, 33,798 new jobs were offered in the district. Training programs were offered for 20,258 local people and 23,123 people from other parts of the country. The Government has helped 1,003 “double-difficult residents” (i.e., those who have a difficulty in landing a job and in living a decent life”) and also has helped at least one member in each of 168 households, in which none of the families members have a job, find a job.

There were 925 newly established enterprises which created job opportunities for 1,367 people. There were 96 new intern bases for youngsters offering posts for 3,544 people. In addition, there were nine job fairs for college graduates, more than 3,000 of whom have succeeded in landing a job.

Social Security

In 2009, the District Government put in 667 million Yuan to integrate into the social security system people whose land had been collected for development of municipal forests for conservation of water supply and Pujiang forest. The district had 76,549 rural insurance participators, 16,407 pensioners. Peasants’ basic pension has increased from 270 to 330 Yuan per month.

The district centralized the management of 34,132 land expropriation pensioners and their allowances standard reached 688 Yuan per month from 608 in the previous year. 450,000 migrant workers also participated in general insurance.

Welfare and Relief

There were 39 nursing homes in the district and 1,005 new beds were added in 2009, bringing the total number of beds to 7,379. There were adequate beds for 3.63% of the senior citizens in the district. 2,500 more senior citizens chose to receive home-based care, bringing the total to 9, 200 people. In addition, in the district there were 41 canteens, including 7 news ones built in 2009, for 453 elderly people.

The district established 6 daycare centers for the aged, bringing the total to 19. There were 40 standard activity rooms for the aged bringing the total to 453.

The Government offered allowances of 68,205,200 Yuan for18,332 urban residents and 2,427 entitled to basic living allowances in the district. Also, 30,341 retired people who have volunteered to work in other parts of China were given 60,322,800 Yuan in all to cover their necessary living expenses. 4,580 senior citizens who were entitled to basic living allowances or whose family income was too low were offered 516,700 Yuan in total. A total sum of 2,401,560 Yuan was given to 20,013 people who were jobless due to disabilities or other reasons.

In 2009, 2,599 people who were stricken with serious diseases were offered a total sum of 6,438,600 Yuan and another 2,466 were offered 3,863,800 Yuan. The Government also helped 4,514 residents entitled to basic living allowances to cover part of their urban residents’ medical insurance (778,400 in all).

During the spring term and the autumn term, 4,533 students of compulsory education whose families were entitled to urban or rural basic living allowances or whose families had special troubles were given education coupons. 863 students of senior high school whose families were entitled to basic living allowances were offered a total stipend of 1,363,000 Yuan. In addition, 538 students from families entitled to basic living allowances pursuing their education in private colleges and universities were given a total sum of 2,522,700 to cover part of their tuition fees.

Comprehensive measures have been put into effect to help residents in trouble. 243 people were given special help according to their own circumstances and the funds reached 1,074,900 Yuan. 2,000 people were offered a total sum of 610,100 Yuan for their projects.
