Investment in Infrastructure

In 2010, the district invested RMB 2.556 billion in urban infrastructure construction, decreasing by 53.9% over the previous year and accounting for 8.3% of the total investment in fixed assets. Specifically, the investment in the construction of municipal roads reached RMB 2.492 billion, down 53.8% over the previous year, and that in the sewage treatment (decontamination ducts) RMB 64 million.

Road Construction

In 2010, nine rural-urban bus lines were set up and 13 adjusted. Three bus terminals and 300 new bus stops were built. The preliminary preparation for two integrated transport hubs was completed and the density of traffic network reached 1.5km/km2.

Hub Transport

Hongqiao Transport Hub is a mega construction project approved by the State Council. It will cater to the needs of the long-haul aviation, Beijing-Shanghai high-speed train service, the inter-city train service in the Yangtze River Delta, the high-speed bus service, the city rail transport and ground public transport service. As a major infrastructure project for Shanghai during the "Eleventh Five-year Planning" period, the project, when completed, will be able to accommodate flow of 480,000 passengers per day.

Hongqiao International Airport borders with Minhang District, and is only is only 12 kilometers, or a 40-minute drive, from the seat of the district government.

Rail Transit

Metro Line 1 links Xinzhuang Town, the seat of the district government, with the downtown of Shanghai and Shanghai Railway Station. It is also connected to Metro Line 2 and Line 4 and Light Rail Line 3. It takes less than 35 minutes to get to the People's Square from Minhang. The 17-kilometer-long Light Rail line 5 begins from Xinzhuang in the north, runs southward along Humin Road and reaches Tianxing Road in Minhang Development Zone.

With 11 stations, the whole line takes about 30 minutes to run. Metro Line 9, which started to operate on December 28, 2007, has four stations in Minhang District: Zhongchun Road Station, Qibao Station, Xingzhong Road Station and Hechuan Road Station. Phase II project of Rail Transit Line 8 runs totally 12 kilometers and has five stations in Minhang: Luheng Road Station, Pujiang Town Station, Jiangyue Road Station, Pujiang Expo Park Station and Aerospace Park Station.

In addition, Rail Transit Line 12 runs about 6.6 km and has five stations in Minhang, from Gudai Road in Minhang to Caolu Town in Pudong. The five stations under construction included Qixin Road Station, Hongxin Road Station, Gudai Road Station, Donglan Road Station and Hongmei Road Station.

Expressway Transport

G60 (formerly called Shanghai-Hangzhou Expressway A8), G2 (formerly called Shanghai-Nanjing Expressway A11) and No. 318 and No. 320 national highways pass through the district to the southern and northern provinces and cities. The projects, including one vertical and three horizontal lines, S32 (formerly called A15 Expressway) and No. 2 Minpu Bridge, are also being constructed as scheduled.

Ecological Environment

In 2010, the Construction Project of Minhang Ecological Urban Area was recognized by the United Nations as a "Model for UN Environmental-friendly City". The environmental quality has also been remarkably improved in the district. The rate of good air quality reached 92.1% and maintained over 90% for three successive years.

The urban ambient noise and traffic noise both met the national standards, and the control project of noise sensitive spots along A4 Expressway was completed. The comprehensive treatment project of pollution sources in Wujing Industrial Zone was completed. Forty-six environment-threatening factories/product lines were shut down and 37 treatment projects were completed.

The Construction Plan of Ecological Civilization in Minhang District was approved by experts from the Ministry of Environment Protection. Xinzhuang Industrial Zone became the first pilot zone for national eco-industry in Shanghai. 33 enterprises have passed the examination of environment-friendly manufacturing appraisal. 307 enterprises have obtained ISO14001 Environment Management System Certification. 21 enterprises have been newly recognized as pilot units of recycling economy, enlarging the total number at the district level to 79.

River Improvement

In 2010, 82.5% of the sewage in the district was properly collected and treated. The water quality of main rivers in the district was improved and the black and odorous water in rivers in the district center was mostly eliminated. The district built new trunk sewers of 16 km in length. To separate rain water from sewage in 21 residential communities, the district built 44 km new pipes for sewage, and 38km pipes for rain water.

The district also made comprehensive improvement to 164 river sections along important areas and transport lines like Hongqiao Transport Hub. In total, 30,000 tons of rubbish was cleared and 230,000 square meters of trees planted. 89 rivers, 36 km in length, in the villages of Pujiang Town, Huacao Town, and Maqiao Town, were rehabilitated. In some villages, sewage collection and treatment was conducted, which remarkably improved the water environment in these areas. The renovation of secondary water supply facilities was completed in 67 communities, covering 2,460,000 square meters.

Urban Afforestation

In 2010, 150 hectares of green land were added, 50,000-square-meter vertical green area was established, with green land covering 39.5% of the established areas and the green land per capita reaching 18 m2. 42.45 hectares of green land in the major areas and along the trunk roads were transformed and 274.3 hectares were improved. In urban afforestation, the district was honored the "Gold Prize for the Best City in Roof Greening", and was nominated for National Habitat Award.

In the district, there were nine garden-like units. The transformation for people-oriented facilities was carried out in 19 parks. Minhang Sports Park and Xinzhuang Park were appraised as Model Civilized Park of Shanghai. According to the public satisfaction assessment for parks under Shanghai greening system, parks in Minhang District ranked the second. Minhang Sports Park ranked the first among the 147 parks of Shanghai.
