In 2010, the district had 13,718 patent applications. Specifically, 3,750 (27.3%) involved inventions and the number was higher than that of the previous year. In 2010, 2,051 technology-oriented enterprises passed the annual examination. 87 enterprises were recognized as hi-tech enterprises, and 23 enterprises were recognized as "innovation-oriented enterprises in Shanghai", accounting for 12% of the total number in Shanghai. Three enterprises were recognized as "Institute of Engineering Research of Shanghai", and 15 new research centers were set up.

In 2010, 236 contracts were recognized as "four-technology" service contracts (i.e., contracts covering technological development, transfer, consultation and backup). The trade volume of technological products reached RMB 3.18431 billion, and in all there were seven state-level key new products, 38 national technological innovation projects for small and medium enterprises, 38 key new products of Shanghai, 63 hi-tech achievements commercialization projects of Shanghai, and 76 technological innovation projects for small and medium enterprises of Shanghai.

Medical Care

By the end of 2010, there were 25 public medical and health institutions in Minhang District, including 19 hospitals. There were 5, 452 medical professionals, 3,676 verified beds and 4,787 beds in use.

In the year, Minhang District made great efforts to promote the reform of medical care. With the application of information technology, a new round of reform on drugs has been implemented, and just-in-time inventory system for drugs has been established. Besides, an online platform for communities and district medical centers was set up to ensure that high-quality medical resources were equally shared among all residents in the district. Efforts were also made to establish a social security model for farmers by combining rural cooperative medical services and other necessary supplements so as to help farmers to minimize the impact of grave diseases.

The reform of community medical care was also carried out, and the medical care of 80,100 residents and 97, 400 new migrants were managed by contracts. A physical examination of tumors for 469,700 persons was carried out in the communities, and 5,362 people were diagnosed as cancer patients. 94.1% of the population at high risk were managed with case report and the standard management ratio was 88.8%. 89,200 senior citizens over 60 with residence registration in Minhang received physical examination for free, and 86.9% of them were troubled by disease.

Culture and Arts

In 2010, cultural development was enhanced in Minhang District. The number of cable television users reached 588,200 households, up by 4.8% over the previous year. There were 13 public libraries, 13 cultural centers (stations), 424 standard rooms for cultural activities, 10 cinemas, and 10 book villages in the district.

Chunshen Cultural Square was opened to the public. The new district library had 20,500 new readers and 5,300 old readers, who borrowed and returned 1,118,100 books. 110 new library cards were given to readers and about 6,000 books were borrowed per day, ranking the first among the district and county libraries in Shanghai.

Shanghai Urban Theatre operated in good condition and won the title of "Excellent Theater of Shanghai in 2010". The district enhanced the construction of two pilot 24h self-service libraries, named and announced 20 folk collection galleries, organized 100 serial exhibitions for folk collections, and established Minhang District Calligrapher's Association.

Around the subject of World Expo Shanghai 2010, the district organized 32,000 non-profit cultural activities, which involved 1,490,000 citizens. The distribution of cultural resources was also promoted. Performance of elegant arts was presented in communities for 112 times; over 500 cultural training lectures were held; 2,721 non-profit films were shown; over 4,000 pieces of newspaper and magazine were distributed; and 22,030 digital movies were circulated. Dance drama "Brilliant Flowers in Bloom", mini-drama "Wedding Gown", and quartet "Music and Pictures of an Old Town", all in Shanghai vernacular, won the Star Prize, the top prize in the national mass culture, and one artist won the title of "Star of Mass Culture".

New achievements are made in the protection of intangible cultural heritage. Shanghai Folksong, Lion Dancing of Maqiao, and Craftsmanship of Shanghai Folk Musical Instrument were listed in the third batch of National Intangible Cultural Heritage Directory. Six persons were certified as the heirs to the second batch of Shanghai Intangible Cultural Heritage Programs, fifteen as the representative heirs to the second batch of Minhang Intangible Cultural Heritage Programs and eight as the main heirs. The district also had published six books on intangible cultural heritages, such as An Illustrated Encyclopedia for Intangible Cultural Heritage of Old Minhang District, A Study of Qin Yubo, and A New Compilation of Shanghai Folksong, and continued to hold the four folk festivals.

Sports and Leisure

While carrying out the fitness campaign "National fitness, walking with Expo", the district organized 540 fitness activities with 60,800 participants. With the support of Sports Federation of the district, competitions and training of 35 sports events, were organized, with 50, 000 participants, and 23 competitions were held for the youths in primary and middle schools as well as in vocational colleges.

The district participated in the 14th Shanghai Sports Meeting. In total, 1,419 athletes took part in 29 sports and 66 events in the adult group, and 23 sports and 322 events in the youth group, winning 108 gold medals, 64 silver medals, and 76 bronze medals. The district was awarded the PE Morality Award, achieving the goals in both sports and morality.

In 2010, one community sports center, four community public playgrounds, five farmers' fitness houses, and 64 community fitness centers were set up. By the end of 2010, there were five community sports centers, 24 community public playgrounds, 61 farmers' fitness houses, 984 community fitness centers, and other community sports facilities, covering an area of 4,030,000 square meters. Outdoor playgrounds of 87 schools and indoor playgrounds of 34 schools were made available to the residents in the communities. Every year, about 600,000 residents came to the playgrounds to do exercises. As one service provided by the district, the public playgrounds were open to the residents for free on the 5th day of each month and had served 25,300 residents.

In 2010, five athletes of the first grade and 88 athletes of the second grade were selected to participate in competitions for Shanghai. Shanghai Woman Hockey Team won the champion in the National Champion Cup Competition and the champion in the National Woman First League Competition.Athletes from Minhang District, Li Shufang, Xing Qian, and Zhang Lei participated in Asian Woman Hockey Tournament representing China and won the champion. Zhang Jun won the champion of the shot competition in the National Track and Field Events Tournament.

The sports industry achieved stable development.The district made great efforts to serve the 2010 Shanghai ATP 1000 Tennis Master's Match and was awarded the prize of Best Sports Area of China by General Administration of Sport of China. The sales value of sports lottery in 2010 reached RMB 170 million and made a record high, up by 27.8% over the previous year.

Services for Expo Shanghai

Shanghai Expo was popularized in the district, the whole district and all citizens were mobilized to serve Expo Shanghai 2010. Four leading departments for providing operation service, security service, reception service, and promotion service efficiently operated in close cooperation, formed a strong service team that accomplished all tasks for serving Expo Shanghai. They created deep atmosphere for visiting Expo Shanghai and established a three-dimensional promotion network.

Expo activity

In Minhang District, 7,300 pairs of promotional flags were made, 59,400 posters and 15,200 Expo cards were distributed; 50,000 maps for visiting Minhang during the Expo and 700,000 copies of Guide for Visiting the Expo for Minhang Citizens were printed and distributed; and 2,000 memorial albums of 2010 Memory of Visiting Minhang during the Expo were printed.

The district organized Expo volunteer service. There were nearly 170,000 volunteers, including 364 who provided service at the peak time of the Expo Park, 2,923 at the scenic spots, and 150,000 in eight fields, such as security, health, greening, and transport. Over 27,000 people took part in the operation drilling and 622,000 Expo gift packs were distributed. The district provided services for the pavilion days 11 countries or international organizations, received 114 delegations from home and abroad, invited 35 media from home and abroad to visit Minhang, and successfully organized "Minhang Day for Delegations of Expo Participants". Besides, more than 10,000 citizens visited the Expo and 910,000 citizens received the training for visiting the Expo in a polite manner.

The normal urban operation was also maintained. The district provided related services for the new terminal at Hongqiao Comprehensive Transportation Hub, Shanghai-Nanjing Intercity Railway, and Shanghai-Hangzhou Passenger-dedicated Line. It ensured the operation of the nine special lines for the Expo and P+R parking lots, and built or adjusted 20 bus routes, which carried 30,000 visitors to the Expo per day. It enhanced the supervision of ten service industries, and ranked the first in the performance appraisal of environmental sanitation and service quality of Shanghai in the suburb group. It also intensified the supervision of food production, circulation, and consumption, and implemented the agricultural products exit system, and applied the traceability of quality and safety system in nine vegetable production bases, so as to ensure the safety of food served for the Expo. To guarantee the security during the Expo, the district strengthened the social management and accomplished all security tasks. The district launched urban comprehensive management and emergency response system. With the networks at the district, town (sub-district), and village (residential area) levels, the district established an inter-linked working system.

In addition, the district promoted the construction of ideological civilization. In the 537 communities, 102 villages, and 456 units, civilized communities, civilized villages, and civilized units at the district and municipal levels were formed.
