Watchdog mulling policies for preschool institutes after Russian teacher is found mistreating students

Yang Meiping Shanghai Education Commission said it was asking experts to work out policies to improve management in private preschool educational training institutions after an unqualified Russian teacher at a local English training center was found mistreating students.
The commission said it had asked district education bureaus to investigate the case. The bureaus in Changning and Xuhui districts, where the K&H International School and its headquarters are located, had asked the management to stop recruiting students.
A 25-year-old Russian teacher “Carrie” had stuck adhesive tapes on the mouth of two kids. Police were called in and the teacher was fired.
The Russian teacher had been working in K&H for a year but had only got her working permit last month. Her permit was for a non-teaching position as she had no qualification in teaching.
Foreigners teaching English in China have to be native speakers or must have language related degrees in English native-speaking countries. They also need teaching qualifications.
The training center’s headquarter was registered in Xuhui District with an operation permit valid until the end of 2018, but its branch in Changning was not registered with local education bureau, which means it was running without government approval or license.
Parents also demanded strict regulations as there was a huge demand for private teaching schools.
Grace Gao, a mother of a 4-year-old girl, said she had tried classes and talked to teachers when choosing English training centers, but had never thought about their qualifications.
“I always choose those recommended by my friends,” she said. “I had never thought that an agency would be running illegally in a public space with unqualified teachers.”
