Standard issued to improve river cruise operations

SHANGHAI has issued a new local standard regarding the operation and service of Huangpu River cruises.
The standard also covers the port terminal, and guide services, the city’s quality watchdog said yesterday.
The standard aims to further improve the port facility and service quality of cruise tours on the river. It covers the safety design, hygiene conditions, supporting facilities, service, and route development and design of recreational cruise ships, and the layout, berths and security management of the terminal.
“The release and implementation of the standard will lift the facility and service quality of Huangpu River cruise ships and port operation, providing a safe, convenient and pleasant travel experience for tourists and making the Huangpu River tour more attractive,” said Shen Weimin, deputy director of the Shanghai Quality and Technical Supervision Bureau. “It will also create new impetus for the development of Huangpu River tours,” he said.
The standard rules that cruise ships with 100 seats should include at least four toilet cubicles, and 16 toilets for every 600 seats. The ratio of male to female cubicles is advised to be 1 to 1.5 or 1 to 2, as well as toilets designed for people who need others to help them go the lavatory.
A guide service covering English, Japanese, Korean and French should be available, and flexible and diverse tour routes should be offered, according to the standard.
Free Wi-Fi and a cell phone charge service should also be provided, as well as rented umbrellas, and assistance for tourists boarding and alighting the ships.
The cruise ships should have emergency exits, and anti-skid passages. The decor on the boats should highlight culture or festival themes, along with multi-function conference rooms, multimedia and entertainment facilities, and dining areas. A lactation room is recommended.
The standard also rules on the size of kitchens and disinfection measures. The standard incorporates requirements on sailing times, speeds, tour product designs, decoration, guide language and pollution prevention. It will be implemented by Shanghai Tourism Administration and Shanghai Traffic Commission “soon,” officials said.
Earlier this year, Shanghai Tourism Administration announced sightseeing cruise trips on Huangpu River would be extended later this year to 21 kilometers from the current 9km.
