Migrant turnover rate declines

THE turnover rate among migrant workers in Shanghai has fallen thanks to the city’s efforts in industrial transformation and upgrading, according to a survey report that has been released by Shanghai Human Resources and Social Security Bureau.

The average turnover of employees in Shanghai was 10.7 percent in the second half of last year, down from 10 to 12 percent in recent years.

The rate among migrant workers was 15.6 percent in the second half of last year, but had reached a peak of above 20 percent in the second half of 2014.

The report said that migrant workers no longer came to Shanghai “blindly” as the city was speeding up reforms to upgrade its industrial structure and needed more skilled workers.

“Many unskilled migrant workers left as outdated production facilities are being closed down, leading to the high turnover rate,” said Wang Jiawen, an official with the bureau.

“But migrants with skills still find opportunities in Shanghai.”
