Factory paints itself into corner

QINGPU District environment authority is investigating a paint factory’s illegal discharge of noxious fumes after the factory ignored a compulsory suspension order from a local court.

Shanghai Rongsheng Painting Company was one of three firms in Qingpu accused of discharging nauseous odors during manufacture since 2014.

After teachers and students of the nearby Qingpu Fengxi Middle School made complaints to environment officials and media in March, Qingpu District Environmental Protection Bureau fined each company 75,000 yuan (US$11,250) to 85,000 yuan and ordered them to suspend operation.

According to the bureau, two of the firms ceased business in March, but Rongsheng refused to comply.

As the bureau does not have the authority to force companies into closure, it applied to the district people’s court for a compulsory order in April, which was granted but the factory was suspected of secretly resuming operations.

Teachers of Qingpu Fengxi Middle School had complained earlier that odors from the factory had caused numerous discomforts such as coughing, headaches, sore throats, dizziness and a loss of appetite among students.
