Ex-health boss tried in US$2.4m graft case in Shanghai

A FORMER senior health official yesterday stood trial on corruption charges after failing to account for more than 15 million yuan (US$2.4 million) worth of cash and property.

Huang Fengping, 49, the former deputy director of the Shanghai Health and Family Planning Commission, was arrested on December 18 and formally charged on July 21. He was tried at the Shanghai No. 1 Intermediate People’s Court.

As well as his position at the health commission, Huang was a qualified doctor and served as president or vice president at several hospitals.

According to prosecutors, between 2009 and 2013, in his role as vice president and chief neurosurgeon at a local hospital, Huang embezzled almost 1.5 million yuan in cash and gold with the help of another staff member and a travel agency executive.

Similarly, between 2003 and 2013, he took bribes worth more than 3 million yuan for providing special favors to companies with links to the health care sector.

As well as the graft charges, Huang, when questioned by police, was unable to account for more than 11 million yuan worth of property owned by his family, the court heard.

In his final statement in court, Huang admitted to taking bribes and apologized to his former colleagues, but he downplayed the severity of his actions.

“No one told me I couldn’t take the money for my personal use,” he said.

The court did not say if the allegations of bribe-taking in the case were linked to the GlaxoSmithKline scandal. No decision was reached yesterday.
