A SHANGHAI driving instructor has been arrested after students paid hundreds of thousands of yuan for extra lessons that never took place.
The instructor, surnamed Fan, who works for the Shanghai Shentong Driving School, is alleged to have taken 600,000 yuan (US$96,750) from 140 students since March, the Shanghai Transport Commission said yesterday.
These were unofficial arrangements made with students eager to get more hours behind the wheel so that they could take their driving test sooner.
But despite handing over the cash, learners received no extra tuition, said the commission.
Fan was found to have used a fake official seal of the driving center, the commission said.
He has been arrested on a charge of fraud, the commission said, describing it as the most serious case of its kind in Shanghai in recent years.
Shentong Driving School has received a fine and warning from the authority and ordered to tighten up its management.
The school charges 8,800 yuan for a driving course that culminates in China’s three-part driving test.
The commission said it will improve supervision and management of the driving school industry.
Driving schools that fail to stop instructors from illegally charging learners could be ordered to suspend operations and afterward be subject to rigorous inspections, said the commission.
And instructors found taking extra fees will have points deducted from both their personal and business credit record, it added.
Where students encounter a school or instructor refusing to provide a receipt or contract or delaying lessons, they are urged to call the commission hotline on 12319.
Shanghai has more than 200 driving schools. Last year, 380,000 new driving licenses were awarded in the city.
