Civil defense chief hauled for violation

THE head of the city’s civil defense authority was handed a warning by the Party after the agency embezzled about a million yuan in public funds to arrange trips and offer benefits for its staff, the Party’s discipline inspection commission said yesterday.

Shen Xiaosu, the Party chief and director of the Shanghai Civil Defense Office, was given the warning because it was his responsibility to manage and supervise the organization, the commission said.

The office embezzled 180,000 yuan (US$29,000) of public funds to organize trips to Tibet for 21 senior officials under the guise of recuperation between August 10 and 17, 2013. The office also spent over 810,000 yuan to give away shopping coupons to its staff during festivals and hot weathers in 2013.

The disciplinary watchdog said the office had violated the Communist Party’s frugality rule and Shen should take the major responsibility. The Communist Party launched a frugality campaign in December 2012.
