TECHNICIANS at the Huangpu District Center for Disease Control and Prevention and Xinhua Hospital are offering free advice on how to properly install child safety seats in cars. A correctly installed seat can reduce the risk of an accident by 70 percent, according to Safe Kids, a nongovernmental organization.
