A cement company, Shanghai Youhui Logistics Co, was fined 3,000 yuan (US$456) by Xuhui District’s urban management authorities after one of its mixers spilled concrete onto a truck on Huafa Road Bridge. The investigation followed a tip-off alleging that one of the company’s trucks was dumping cement into the Dianpu River at midnight on Sunday.
