Campaign targets illegal building in heritage areas

IN an effort to return the city’s major heritage areas to their original splendor, Xuhui District has launched a campaign to demolish illegal structures attached to historic buildings, officials said yesterday.

The district government has targeted buildings along five roads where the city’s most historic villas and celebrities’ former residences are located. They are Yongjia, Taiyuan,
Yueyang roads as well as Jianguo Road W. and Wulumuqi Road S.

The government has identified 116 illegal structures, including residential houses and stores without licenses, that will be demolished by the time the campaign finishes at the end of June, said Wang Yunhua, head of the Tianping Subdistrict of Xuhui.

Officials informed those living in or operating in the illegal structures on April 12 that they are to be demolished.

“Law enforcement officers will start demolishing the structures and punishing those who refuse to move after May 23,” Wang said.

Many historic buildings in the area are privately owned and rented to out-of-towners as residences. Some tenants have built illegal structures to expand their apartments.

The Clements Apartments, built in 1929 on Fuxing Road M., for instance, is home to 36 tenant-built illegal structures covering 400 square meters.

Demolition work has begun on the additions, but the original structure of the French-style apartment will be protected, Huang Haijun, an official in charge of the campaign, told Shanghai Daily yesterday.

The neighboring Hunan Subdistrict plans to demolish over 50 illegal structures by the end of June and 90 percent of the tenants or owners have been informed, said Dong Wei, the head of the subdistrict government.

The subdistrict, home to many of the city’s historic villas, will target five roads — Yanqing, Xinle, Wuyuan, Nanchang and Fuxing Road M.

A demolition office run by officials from the district’s police department, urban management and housing authorities has been established on Wuyuan Road to oversee the campaign.

A volunteer team of residents will patrol the area to prevent any new illegal structures from being constructed after the campaign, Dong said.

“We are confident we will achieve our objectives with
the support of our residents,” Wang said.
