Business owner charged with document swindle
A LOCAL man has been arrested and charged with cheating migrant workers out of 1.3 million yuan (US$210,000) by offering to help them secure residence permits, prosecutors in Fengxian District said yesterday.
The 49-year-old, surnamed Zhang, masqueraded as a school president and head of an examination center to boost his credibility, prosecutors said.
In fact, he was a company boss who was addicted to gambling and had run up huge debts, they said.
One of his alleged victims was a migrant worker surnamed Xie, who said he paid Zhang 330,000 yuan for a residence permit in April.
Xie said he wanted the document so his child could sit the high school entrance exam, prosecutors said.
After handing over the cash, Xie said Zhang made repeated excuses for not delivering the document before disappearing altogether.
It was at that point that Xie contacted the authorities.
Police then launched a manhunt and Zhang was detained soon after.
