4 charged over dangerous waste

FOUR executives at a factory in Baoshan District have been charged with illegally burying chemical waste and contaminating the environment.
The factory produces logistic containers. Its manager Liu Jianguo told the local procuratorate that asphalt and paint waste were produced during the manufacturing process, but the issue had been addressed by the company, which also used another contractor.
But the amount of waste exceeded the 150-ton yearly limit set by the government’s environment authority.
Liu said an upgrade was carried out in September last year, but he and another managers had decided to dig a pit and bury the waste.
The procuratorate said more than 480 tons of waste had been put into buckets and bags, which were then buried in the 8-meter long, 4-meter wide and 3-meter deep hole.
Factory workers then sealed the pit with concrete and used a road roller to flatten the surface.
The Shanghai Environmental Protection Bureau’s enforcement team inspected the plant on June 29 and ordered the pit to be opened.
It said it found 10 harmful chemicals in the waste, including carrene, dichloroethane, toluene and ethylbenzene.
The authority estimated the damage at more than 1.5 million yuan (US$218,000). Liu and three other managers have been charged with illegally dumping dangerous waste.
