Shanghai merges downtown Jing'an with Zhabei District

THE city government officially announced the merger of Zhabei and Jing'an districts this morning.

The decision has been approved by the State Council.

The adjustment of administrative divisions fits the consistent and healthy development of the city,  Shanghai Party Secretary Han Zheng said at a conference on the merger.

With the deepening development of the society, economy and rapid urban construction, the relatively small downtown administrative divisions and unscientific and unreasonable distribution of resources have hindered the city's development, Han said.

The decision is aimed at improving the city's layout, making administrative divisions better suited for the city's development, lifting the urban function, and promoting the sustainable regional development, he added.

Vice Party Secretary Ying Yong announced the establishment of a working team on the merger at the conference.

Downtown Jing'an District covers 7.6 square kilometers and has a population of about 330,000, while Zhabei is about four times the size of Jing’an with about 850,0000 residents.

After the merger, the new, larger district will cover some 37 square kilometers with about 1.2 million residents.
