New restrictions help to reduce traffic jams

TRAFFIC on Shanghai’s roads flowed much more freely in the second quarter of the year as tightened restrictions on out-of-town plates drove a significant reduction in the city’s “jam index.”

According to the latest survey by online mapping company AutoNavi, Shanghai was the eighth-most congested city in China in the April to June period, after ranking second only to Beijing in the first three months.

Its jam index — which is expressed as a multiple to show how much longer road journeys take during rush hour periods than at other times — fell 0.08 points quarter on quarter to 1.86.

Shanghai had been among the top three most-congested cities for the previous six quarters, and in the second quarter of last year it topped the charts with a score of 2.16.

The improvement can be attributed to the introduction on April 15 of wider restrictions on cars not registered in Shanghai, AutoNavi said. Since then, vehicles with out-of-town plates have been prohibited from using the city’s expressways between the hours of 7am to 10am and 4pm to 7pm. Previously, they were banned from 7:30am to 9:30am and 4:30pm to 6:30pm.

Across the country, Beijing held on to its title of most-congested city, as its index figure rose to 2.10 in the second quarter from 1.99 in the first.

Hangzhou ranked second-worst in the April to June period, followed by Guangzhou, Jinan and Dalian, AutoNavi said.

The company bases its surveys on data from private car owners, taxi drivers and public transport users in 45 cities.
