Local draft amendment on traffic law submitted to congress

SHANGHAI released a draft amendment on traffic law today to promote public and clean transportations as well as imposing tougher penalties on violators.

Shanghai is encouraging residents to choose public transportation. Local companies are encouraged to allow employees to work from home. It is also promoting public rental services of electric vehicles and bicycles, according to the amendment that was submitted to Shanghai People’s Congress today.

The new bill added or amended 66 clauses, or over 80 percent of the existing regulation that was issued in 1997.

“Though the regulation was amended thrice in 1999, 2000 and 2001, it can no longer meet the demands of the current traffic and population conditions of Shanghai,” Chen Jing, deputy secretary general of the city government told legislators.

Chen said the city’s traffic congestion was worsening with the rise in vehicle numbers and population in recent years.

The amendment insists that car plate restrictions must be maintained.
